14-point US-Iran MoU lays out terms to end imposed war, reshape regional security framework
The MoU, signinged by the Iranian and US presidents electronically Wednesday evening, lays out a comprehensive framework designed to end the imposed war and reconfigure the regional order with Iran as a principal power.
The document sets out immediate commitments on the part of the US and its Zionist proxy to cease military aggression across all fronts, including Lebanon, while affirming respect for Iran’s sovereignty, territorial integrity, and non-interference in the country’s internal affairs.
The MoU came after the US-Israeli axis faced a humiliating defeat on the battlefield and was forced to give concessions to Iran during the negotiations.
Following is the full text of the memorandum published on Wednesday:
1. The Islamic Republic of Iran and the United States of America and their allies in the current war, by signing this Memorandum of Understanding, declare the immediate and permanent cessation of military operations on all fronts, including in Lebanon, and commit that from now on no war or military operation will be initiated against each other, and they will refrain from the threat or use of force against one another, and guarantee the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent end of the war on all fronts, including Lebanon, and the rest of this clause.
2. The Islamic Republic of Iran and the United States of America commit to respecting each other’s sovereignty and territorial integrity and refraining from interference in each other’s internal affairs.
3. The Islamic Republic of Iran and the United States of America commit to conducting negotiations and reaching a final agreement within a maximum period of 60 days, extendable by mutual consent.
4. Immediately upon signing this Memorandum of Understanding, the United States will begin lifting its naval blockade and any harassment or obstruction against the Islamic Republic of Iran, and will fully end the naval blockade within 30 days. During this period, shipping traffic will be maintained in proportion to pre-war traffic levels as established by the Islamic Republic of Iran. The United States also commits to withdrawing its military forces from the surrounding region of the Islamic Republic of Iran within 30 days after the final agreement.
5. Upon signing this Memorandum of Understanding, the Islamic Republic of Iran will make arrangements, to the best of its ability, for the safe passage of commercial vessels, free of charge for 60 days, from the Persian Gulf to the Sea of Oman and vice versa. Commercial shipping will begin immediately and will be fully established within 30 days, subject to the removal of technical and military obstacles and demining operations carried out by the Islamic Republic of Iran. The Islamic Republic of Iran will consult with the Sultanate of Oman regarding the future administration and maritime services in the Strait of Hormuz, in accordance with applicable international law and the sovereign rights of coastal states of the Strait of Hormuz, and will also exchange views with other Gulf coastal states.
6. The United States commits, together with its regional partners, to establish a definitive program agreed upon by both parties for the reconstruction and economic development of the Islamic Republic of Iran, with a minimum funding of 300 billion dollars. The implementation mechanism of this program will be finalized as part of the final agreement within 60 days. All necessary approvals, waivers, and permits for the relevant financial transactions will be issued by the United States.
7. The United States commits to ending all types of sanctions against the Islamic Republic of Iran, including United Nations Security Council resolutions, International Atomic Energy Agency Board of Governors resolutions, and all unilateral US sanctions, both primary and secondary, according to a timetable agreed as part of the final agreement. Both the Islamic Republic of Iran and the United States acknowledge the fundamental importance of ending the sanctions mentioned above and express their intention to address these issues promptly in negotiations to reach a mutual agreement.
8. The Islamic Republic of Iran reaffirms that it will not produce or acquire nuclear weapons. The Islamic Republic of Iran and the United States agree to resolve the status of stored enriched materials through a mutually agreed mechanism and in accordance with the timetable set in Clause 7, at a minimum through on-site dilution under the supervision of the International Atomic Energy Agency. The two sides also agree to discuss the issue of enrichment and other mutually agreed matters related to the nuclear needs of the Islamic Republic of Iran, based on a satisfactory framework to be agreed in the final agreement. The final agreement will confirm the provisions of this clause. Both sides also acknowledge the fundamental importance of the above nuclear issues and express their intention to address them promptly in negotiations to reach a mutual agreement.
9. The Islamic Republic of Iran and the United States agree to maintain the status quo until the final agreement is reached; Iran will maintain the status quo in its nuclear program, and the United States will not impose any new sanctions on Iran nor deploy additional military forces in the region.
10. The United States commits to immediately, upon signing this Memorandum of Understanding and until sanctions are lifted, issuing Treasury waivers for the export of Iranian crude oil, petrochemical products and derivatives, and all related services, including banking transactions, insurance, transportation, and others.
11. The United States commits to fully making available all restricted or frozen funds and assets of the Islamic Republic of Iran upon implementation of this Memorandum of Understanding. The United States and the Islamic Republic of Iran will mutually agree on the procedures for releasing these funds during negotiations. These funds, whether held in primary accounts or transferred, must be fully usable for payments to any final beneficiary designated by the Central Bank of the Islamic Republic of Iran. The United States commits to issuing all necessary approvals and licenses in this regard.
12. The Islamic Republic of Iran and the United States agree to establish an implementation mechanism to monitor the successful execution of this Memorandum of Understanding and future compliance with the final agreement.
13. Following the signing of this Memorandum of Understanding, and subject to the commencement of implementation of Clauses 1, 4, 5, 10, and 11 and the continuation of these measures, the Islamic Republic of Iran and the United States will begin negotiations on the final agreement exclusively on the remaining clauses.
14. The final agreement will be endorsed by a binding resolution of the United Nations Security Council

Yemen’s Foreign Ministry in Sana’a has condemned Saudi Arabia’s attack on Sana’a International Airport, saying that the strike marks the end of the truce and the beginning of a new phase of war.
In a statement on Monday, the Ministry declared that Yemen will enter a new stage to fully reclaim its rights, warning that Saudi Arabia will find itself in a major strategic deadlock and will bear high costs for its aggression.
Separately, the spokesman for the Yemeni Armed Forces, Brigadier General Yahya Saree, stated that “the Saudi aggression will not go unpunished,” adding, “The Saudi enemy has ended the de-escalation phase, and must bear responsibility for all potential consequences.”
The Yemeni Ministry of Transport announced in a statement that “Saudi Arabia’s bombardment of Sana’a airport and violation of the Yemeni airspace signifies the Riyadh regime’s insistence, with Americans’ and Zionists’ push, to continue the siege.”
On March 26, 2015, Saudi Arabia and its Arab allies initiated a blockade on Yemen, marking the beginning of a comprehensive war, backed with military, political, and logistical assistance from the United States and other Western countries.
The war has led to the deaths of tens of thousands of people in Yemen, while failing to achieve its primary goal of reinstating the previous government that was aligned with Riyadh.
Amid a power struggle, the government fled the country, leading Yemen’s popular resistance movement, Ansarullah, to take charge of state affairs.
After a delicate ceasefire brokered by the UN in 2022, multiple rounds of significant attacks were launched against Yemen by the United States, Britain, and the Israeli regime.
The assaults aimed to weaken Sana’a’s ability to conduct solidarity strikes against Israeli targets, which were being conducted in response to Tel Aviv’s genocidal actions in the Gaza Strip.

Tens of millions of Iranians and devotees from across the world turned the funeral ceremonies for the martyred Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei, into the largest procession the world has ever witnessed, according to a report.
The six-day grand farewell and burial rites for the revered Leader were held across five cities — Tehran, Qom, Najaf, Karbala, and Mashhad — drawing massive, passionate crowds that defied all previous records, the Fars News Agency reported.
The ceremonies included three days in Tehran, two days of public mourning at the Grand Mosalla and one day of the main funeral procession, with each of the other cities hosting a full day of tributes. Many mourners traveled between cities, multiplying the scale of participation and creating a continuous wave of devotion.
Official estimates, compiled from multiple independent field and government sources, confirm that between 41 and 43 million people took part in the historic events.
These figures are based on a rigorous combination of data including public transport passenger records to and from ceremony sites, active mobile phone signals in key areas such as the Mosalla and main procession routes, average individual attendance duration of approximately two and a half hours, detailed crowd density calculations along Tehran’s procession paths, physical area measurements from Jamkaran Mosque to the Holy Shrine in Qom, and the route from the airport to the Imam Reza Holy Shrine in Mashhad.
The endless sea of mourners, who had gathered since early morning, accompanied the vehicle carrying the blessed bodies, transforming the streets of Mashhad into a scene of unparalleled grandeur and devotion.
The sheer scale of the gathering defied description. From the moment the funeral vehicle entered Imam Reza Street, it was completely surrounded by waves of mourners who had traveled from every corner of Iran, all united in grief and determination.
Their tear-streaked faces and fervent chants filled the air, creating an atmosphere that observers described as one of the most remarkable displays of national unity in recent history.
Iraqi authorities, through the Prime Minister’s Office, separately verified the presence of around 10 million mourners in Najaf and Karbala, providing an important independent pillar for the overall calculation.
Even when applying the most conservative methodologies, Iranian officials and relevant authorities emphasize that this monumental event has surpassed every comparable gathering of the past century.
It stands without doubt as the single largest funeral procession in recorded history, a powerful and everlasting testament to the deep love and unwavering allegiance of the Iranian people and the broader Islamic Ummah for their martyred Leader.
The Leader and members of his family were martyred in a terrorist attack on February 28, carried out by the United States and the Zionist regime against the leader’s residence.
Among those martyred were new Leader Ayatollah Seyyed Mojtaba Khamenei’s wife, the late leader’s son-in-law; a daughter of the late leader and his 14-month-old granddaughter.
The funeral ceremonies began last Friday, with tributes from political officials from over 45 countries and scholars from more than 90 nations. This was followed by farewell ceremonies at Tehran’s Mosalla over the weekend, where millions paid their respects.
